RESOLUTION 2021-1
A RESOLUTION TO ACCEPT THE CORONAVIRUS LOCAL FISCAL RECOVERY FUND ESTABLISHED UNDER THE AMERICAN RESCUE PLAN ACT
WHEREAS, since the first case of coronavirus disease 2019 (COVID-19) was discovered in the United States in January 2020, the disease has infected over 32 million and killed over 575,000 Americans (“Pandemic”). The disease has impacted every part of life: as social distancing became a necessity, businesses closed, schools transitioned to remote education, travel was sharply reduced, and millions of Americans lost their jobs;
WHEREAS, as a result of the Pandemic townships have been called on to respond to the needs of their communities through the prevention, treatment, and vaccination of COVID-19. And Township revenues, businesses and nonprofits in the township have faced economic impacts due to the Pandemic. WHEREAS, Congress adopted the American Rescue Plan Act in March 2021 (“ARPA”) which included $19.53 billion in recovery funds for townships across the country.
WHEREAS, ARPA funds are intended to provide support to state, local, and tribal governments in responding to the impact of COVID-19 and in their efforts to contain COVID-19 in their communities, residents, and businesses. WHEREAS, $ 161,770 has been allocated to the Township of Stanchfield (“Township”) pursuant to the ARPA (“Allocation”).
WHEREAS, the United States Department of Treasury has adopted guidance regarding the use of ARPA funds. And the Township, in response to the Pandemic, has had expenditures and anticipates future expenditures consistent with the Department of Treasury’s ARPA guidance.
WHEREAS, the State of Minnesota will distribute ARPA funds to the Township because its population is less than 50,000.
NOW THEREFORE, BE IT RESOLVED BY THE TOWNSHIP OF STANCHFIELD, ISANTI COUNTY, MINNESOTA AS FOLLOWS:
The Township intends to collect its share of ARPA funds from the State of Minnesota to use in a manner consistent with the Department of Treasury’s guidance. Township board, together with the Clerk and the Treasurer are hereby authorized to take any actions necessary to receive the Township’s share of ARPA funds from the State of Minnesota for expenses incurred because of the Pandemic. Township board, together with the Clerk and the Treasurer are hereby authorized to make recommendations for future expenditures that may be reimbursed with ARPA funds.

RESOLUTION 2020-1
WHEREAS, J & J Inc of Stanchfield the owner/operator of the Outback Saloon & Grill, have applied to the Isanti County Board of Commissioners for an On-Sale & Sunday Liquor License, and;
WHEREAS, pursuant to Isanti County Ordinance 86/7-1a as most recently amended 12/16/2015, the County of Isanti cannot issue said license without first receiving a Resolution of the Town Board expressing its support of the granting of the license.
NOW, THEREFORE, be it hereby resolved by the Stanchfield Township Board of Supervisors that it supports the granting of an On-Sale & Sunday Liquor license for the above described applicant.
Adopted at a duly called meeting of the Town Board of Stanchfield Township, this 16th day of April, 2020. Motion by Lee, seconded by Fix and carried. Voting Affirmatively: 3 Voting Negatively: 0
RESOLUTION #2020-2 ADOPTING THE MINNESOTA TOWNSHIPS GENERAL RECORDS RETENTION SCHEDULE
WHEREAS, the town has possession of, and continues to receive, a wide range of records in the normal course of conducting the town’s business;
WHEREAS, the retention of records in the town’s possession are regulated by Minn. Stat. § 138.17, which prohibits the destruction of records unless the town has adopted the records retention schedule and destroys the records according to the procedures and schedule mandated by the statute; and WHEREAS, the town board desires to comply with the requirements of the records retention law and to manage the town’s records in an efficient and appropriate way, including being able to destroy records that no longer need to be retained under the schedule;
NOW, THEREFORE, BE IT RESOLVED, that the town board of Stanchfield Township, Isanti County, Minnesota hereby adopts the Minnesota Township General Records Retention Schedule for the management and destruction of the records in the town’s possession;
and BE IT FINALLY RESOLVED, that the town board will send notice of its decision to adopt the schedule to the Government Records Archivist at the Minnesota Historical Society on the form provided for such notification. Voting Affirmatively: 3 Voting Negatively: 0

STANCHFIELD TOWNSHIP RESOLUTION #2020-3 DESIGNATING A POLLING PLACE
WHEREAS, Minnesota statutes § 204B.16 requires the governing body of each municipality to designate by ordinance or resolution a polling place for each election precinct; and
WHEREAS, Stanchfield Township consists of a single election precinct; and
WHEREAS, Stanchfield Township Board designates the Stanchfield Town Hall at 3441 389th Ave NE Stanchfield, MN 55080 as the polling place for the precinct in accordance with all State statutes;
NOW THEREFORE BE IT RESOLVED, the Stanchfield Township Board does formally approve Stanchfield Town Hall at 3441 389th Ave NE, Stanchfield, MN 55080 as the designated polling place for the precinct. Voting Affirmatively: 3 Voting Negatively: 0
